Enterprise AI Governance Framework

I designed and run DC CAP's enterprise AI Governance Framework: a 60-day pilot that puts nine staff across three units through a research-backed fluency model, with all materials public at dccapinnovation.org. It sets a four-tier data-classification standard that exceeds FERPA and federal-grant requirements, and it runs in-house with no outside consultant.

Career Pathway Intelligence Platform

I'm building the Career Pathway Intelligence Platform, a recommendation engine that will help DC CAP students, counselors, and families compare college-and-career pathways. It synthesizes 19 federal data sources into roughly 400,000 ranked pathways, tested across the data pipeline, the ranking methodology, and the AI layer's defenses against fabricated output. It launches in October 2026.

Scholar Matching Algorithm

I built the empirically validated matching algorithm DC CAP runs each year to allocate scholarship offers among roughly 700 applicants and 13 university partners. An exhaustive stability audit tested 9,100 candidate pairs with zero blocking pairs, and fairness mechanisms add neighborhood priority and within-school normalization. The 2026 cycle produced 140 priority matches and 70 waitlist offers.

Regional Partnership Strategic Pivot

When I arrived at DC CAP, I ran a rigorous evaluation of our university partnerships across several retention milestones and model specifications. The evidence drove a strategic pivot to a regional partnership model: concentrate in the Mid-Atlantic, enforce 80%+ retention and debt caps, and exit underperforming partners. Scholar graduation rates at mature partner campuses now range from 67–100%. Seven partners reached 100% first-to-second-year retention in AY2025–26.

The Common Application — Founding Leader, Data Analytics & Research

As a founding member of the research function at Common App — the largest college application dataset in the United States — I built the analytics environment from scratch: the data architecture, the technical stack, the research agenda, and the data-sharing policies. I paired rapid public reporting with external research partnerships, and I designed and led randomized controlled trials on direct admissions and text-message information campaigns.

University of Virginia / SEELA — Educational Policy Studies (2017–2020)

UVA–Louisiana DOE Research Partnership

As an IES Fellow on the UVA–Louisiana Department of Education research-practice partnership (2017–2020), I worked directly with state policymakers and district leaders on policy and accountability systems during a statewide rollout. The partnership produced the first statewide longitudinal study of early-childhood program quality under a mandatory rating system — published in AERA Open and ECRQ — alongside additional accountability-policy research.
